At the same time, the following areas are fi nanced under the state 

program:  leasing  of  agricultural  equipment;  investment  subsidies  for 

the purchase of agricultural machinery, etc.

In the context of the current global economic crisis and, as a result, 

the crisis of state management systems, in general, the problems in the 

economy of the Republic of Kazakhstan are becoming more acute. This 

also applies to the development of the agar sector.

State  support  for  agricultural  machinery  is  implemented  through 

preferential fi nancing of buyers. 

State  measures  of  assistance  to  the  agro-industrial  complex  are 

carried out through the state holding “KazAgro”. This Holding acts as 

a source of fi nancing and lending for farms.

State support is necessary for farmers and agricultural companies, 

because lending in commercial banks is very expensive.

In Kazakhstan, the Government has allocated an additional hundreds 

of billions of tenge to support agricultural producers in the context of 

the pandemic, in addition to those included in the state budget for 2020. 

These include: subsidizing investment in livestock and crop production, 

leasing of agricultural equipment, subsidizing the insurance of loans of 

agricultural entities, etc.

In  particular,  within  the  framework  of  the  “Ken  Dala”  program, 

more than 2,500 farmers received 70 billion tenge for spring fi eld work.

24.5  billion  tenge  was  allocated  for  the  implementation  of  the 

forward purchase of agricultural products.

In the agricultural sector, the following problems can be identifi ed, 

which negatively aff ect the quality and competitiveness of agricultural 

products.

The  main  problems  of  the  agricultural  sector  are:  insuffi

  cient 

of  spare  parts  for  combines  and  tractors;  undeveloped  agricultural 

infrastructure; lack of agricultural engineers, etc.

In  addition,  there  is  a  serious  problem  associated  with  the 

deterioration of land fertility.

A  major  problem  in  the  agro-industrial  complex  is  the  low 

level  of  labor  productivity  of  agricultural  workers.  First  of  all, 

this  applies  to  personal  subsidiary  farms,  which  practically  do  not 

have  the  fi nancial  resources  to  buy  new  agricultural  machinery  and 

technologies.
