The UN in many cases continued to try to facilitate the processes of self-
determination. While there is some evidence that UN Security Council involvement
can significantly reduce the likelihood that self-determination movements will
“escalate into violence,” there is no conclusive evidence of the overall role of UN
action in upholding the principle of self-determination. The results range, for
example, from promises to facilitate voting for self-determination in Western Sahara
to ultimate success following massive setbacks in East Timor. Thus, the question
remains whether the UN and its actions have enabled self-determination movements
to succeed and to what extent, or whether the UN as a whole has actually discouraged
claims of self-determination contrary to its own Charter. Give an analysis of the
effectiveness of the UN Security Council in these regions.
