Areas of stimulation of innovations in personnel policy are determined.
Among the new initiatives are a 25% reduction in the number of civil
servants, including until 2021, due to factor measurement, the transfer
or dismissal of employees with automated work to other departments,
and refusal to hire for vacant positions. In this regard, in order to
develop recommendations for improving the motivation system, the
foreign experience of state personnel policy was studied, directions for
stimulating civil servants, and ways of improvement were considered.
On the example of developed countries - the USA, China, Japan,
Germany, Great Britain, cash benefi ts, social guarantees, benefi ts and
allowances for public sector employees and methods of their formation
are analyzed. The article examines material incentives as a motivating
factor and develops recommendations for improving personnel
policy.
