implementing their 2013 smoking ban act with more municipal and
economic measures, Russian Federation held large-scale surveys which
had one similar goal: to get to know the public’s reaction on the possible
anti-tobacco policy. One of the fi rst surveys was held in 2007, in which
1600 people participated. It consisted of questions about the public’s
reaction to smoking ban in restaurants and public transport. 26,1%
of participants were “pro” to the ban in restaurants, more than half –
51,9% were “pro” for the public transport smoke ban (Danishevski
et al., 2008). Surveys that were held later – “all-Russian population
survey on attitude towards tobacco control measures” (Denisova,
2011) and “Global adult population survey on tobacco consumption”
(GATS, 2009) evaluated the popularity rate of anti-tobacco’s particular
measures among smoking and non-smoking population. Surveys
demonstrated that most of the population positively accept smoking
bans in public places. The questions were constructed as a showcase of
the diff erence between smoking and non-smoking individuals. A 2007
survey considered parameters of age and in what type of settlement
interviewed belong to (Danishevski et al., 2008). However, those
surveys didn’t use econometric evaluation, as analysis was built on
descriptive statistics only. Big number of possibly signifi cant factors
were left without the proper attention to them. Considering this type of
evaluation is one of the main goals of the paper.
