They are the most creative, energetic, active, innovative, contributive and diligent people out there. They can demonstrate more productive and constructive in any field of life. But the paradox is that a huge amount of them around the world are unemployed and they cannot find any appropriate occupation according to their proficiency. According to the information from PavlodarNews.kz (Aug 2017), the number of economically active young citizens has reached a minimum over the past 14 years. Compared to the second quarter of 2016, the number of such Kazakhs has decreased by 6.9 %. The share of young people in the labor force dropped to 23.6 % from 25.5 %. Youth unemployment is a big issue, which affects different spheres of life. According to the research of Alimbaeva S.K.(n.d.), a candidate of sociological sciences, there is a list of social issues, which caused by youth unemployment. First of all, it may cause physiological problems. Nowadays many high school students are too concerned about their future life and they are afraid of being unemployed. For example, during the curator hour with a physiologist, when she asked students to write the problem, which makes them anxious and nervous 18 students out of 23 wrote about choosing of the future profession, future job and about their worries being unemployed. A lot of students spend most of their time thinking about their future profession and as Alimbaeva S.K. stated (n.d.) «it became their «a headache» so they cannot concentrate on study and easily can feel depression. They are afraid of their future, because of the high level of competition for the workplace. It makes them doubt their knowledge, abilities, themselves. In Kazakhstan, most young people tend to get married early. Our society determines 25 years old unmarried girl as an old maiden. Therefore, lots of young people even in school years start to think about marriage and falling in love. A huge amount of couples are getting married just because of the fear of staying alone or being unschooled in the community. They have marriage having no idea how they will build their career, provide their family or earn for life. So when one of the couples becomes unemployed young family divorce because of financial problems. «In 2013, 168 417 marriages accounted for 51482 divorces in 2014 159328 marriages - 52673 divorces in 2015 148769 marriages - 53293 divorces and the most of couples had bred because of unemployment and financial problems»- stated Kazbek Beysebayev (17 Feb 2016). Unemployment of one of the causes of the couple argues about the idleness of one, high expenses and other problems and leads to divorce. Youth unemployment affects badly on the economy. It happens because due to unemployment most of the labor force does not work, so they do not pay taxes for the state Treasury. It means that increasing number of unemployed youth, equal to the decreasing of the amount of money in the state Treasury and decreasing of the GDP of the country. Moreover, lack of working places causes migration. For instance, most of the local youths go to earn money to big cities such as Astana or Almaty. It happens because of lack of working places. Department of Employment and Social Problems of Pavlodar (2017) stated that in the period from January of 2017 to June of the same year 4570 citizens turned on the problem of unemployment. Also, employment center (2018) has a list of vacancies, there are 518 free workplaces, but the problem is that all of these occupations need professional education. Therefore, students cannot earn for life during their study, so they move to big cities to have an opportunity for underworking. It affects badly on the development of our city because most of the cities’ labor force are middle age people, so mostly they cannot use modern technologies in daily life or cannot bring creativity to our city. Therefore, our city still old-fashioned and nothing changed about 50 years. It is still an industrial city with a huge amount of factories and without any truly appropriate entertainment centers. The service sector is not developed, which is the main reason for youth unemployment. However, Astana and Almaty, where the large part of indigenes are youngsters, developing day by day with the speed of the light. This problem is becoming a big issue because Kazakhstan’s labor market is too severe for youngsters. Employers require young students to have work experience, good education, professional training. So there is a high level of competition even for low-paid temporarily job. Personnel competition in the near future can grow due to the fact that Kazakhstan joined the Customs Union because a huge labor market of the allied countries opens before the domestic employers. Furthermore, there are no credible statistics that show real number of unemployed youth. For example, the prosecutor’s office of the East Kazakhstan region found out that no regional employment agency has full coverage of organizations, including private ones, in order to give a clear forecast on the demand for staff and available vacancies, area press. kz reports. Therefore, unemployment is not perceived by the government as a real problem. |
