(2017) continues this idea that the world of higher education has changed
signifi cantly over the past fi fteen years. In developing countries, there is
a huge increase in the number of students, especially in the private sector.
Many countries are facing exponentially increasing demand as more
young people graduate from high school as a result of the successful
implementation of the UN Education for All program. Sustainability
of higher education development is also an integral aspect of the
educational market and the educational system, important conclusions
are made by experts in a study edited by Professor J. Paulo Davim from
the University of Aveiro (2015), Portugal. Ellen Hazelkorn, in her book
Rankings and the Reshaping of Higher Education (2015), explores how
university rankings have gained popularity around the world and are
now an important factor in building the reputation and international
visibility of universities.
According to the National Report on the State and Development
of the Education System of the Republic of Kazakhstan (based on the
results of 2018), “ higher education is becoming a separate economic
sector with its own potential». According to the Strategic plan for 2020-
2024 of the Ministry of Education and Science (MES) years in the
2018-2019 academic year, there were 131 universities, 56 of which are
private ones. According to the Ministry of National Economy’s (MNE)
Statistics Committee, in the 2019-2020 academic year, there were 129
universities in the country, where 2/3 were private. Statistics of recent
years indicate a growing trend in the number of students studying in
HEIs, mainly in private ones.
Like many countries of the world, Kazakhstan uses the world
university ranking systems as a tool for assessing the global
competitiveness of universities. The achievements of universities
in global rankings and accreditations are the result of a systematic
approach to work in educational, scientifi c, international and industrial
areas. Small private universities in the country often lack scientifi c and
international components.
What decisions on strategic directions of development will be most
eff ective in the current situation, considering the capabilities and scale
of private universities? Spoiler: creating a sustainable business model
(increasing sustainability) and enhancing (creating) competitiveness.

Since the main weakness of private universities, especially small
ones, is the scientifi c and international components, in order to increase
