In 2020, the pandemic and rising prices on global food markets
have increased incentives for the sector’s agricultural exports. In the
conditions of quarantine and falling consumer incomes, it required the
state to develop new measures to support the population [7].
State regulation of the agro-industrial complex is based on fi nancial
support and protection of agricultural producers. In addition, the
Government is engaged in subsidizing rural areas, subsidiary farms and
the social sphere of the village [8].
THE MAIN PART.
The global pandemic crisis has had a major
impact on Kazakhstan, where the agricultural sector has a greater focus
on the economy. Kazakhstan has a strong agricultural potential and has
the potential to become the world’s leading producer.
In the Message of the President of the Republic of Kazakhstan
K.Tokayev in 2020 was noted about the formation of opportunities
for the production and processing of vegetables, sugar, meat,
wheat and other agricultural crops. An important role should be
played by large projects, which are the core of the formation of
added value. Farms can enable millions of rural residents to earn
income [9].
Over the past 11 years in the Republic of Kazakhstan, the population
has increased to an average of 1.5 percent per year. The largest
population growth is observed in the following 3 major cities: Almaty,
Nur-Sultan and Shymkent (Figure 1)
