More than 70 percent of the total milk production is made up of such
regions as Akmola, Almaty, North Kazakhstan and other regions. Milk
producers are mainly private subsidiary farms (82%), peasant farms
(13.2%) and agro companies (4.8%).
However, in the agro-industrial complex, there are serious problems
with the wear and tear of agricultural machinery and the use of old
agricultural technologies. Agricultural machinery is satisfi ed with
imports by almost 80 percent.
The average age of combine harvesters and tractors is over 10-15
years. However, the service life implies only 7-10 years. The existing
agricultural machinery fl eet in the country as a whole has a degree of
wear and tear in the range of 60-80 percent.
“Smart” and innovative agricultural technologies (smart fi eld, smart
garden, digital farms, etc.), as well as Вig Data, are considered to be one
of the priority areas for the development of the agro-industrial complex.
In particular, the use of digital technologies in the management of the
agro-industrial complex is characterized by the active use of specialized
databases in agricultural industries.
In the developed countries of the world, agriculture is given
priority by the state. The most stringent protectionist measures to
protect their market are used by them in the fi eld of agricultural
products. In this regard, an eff ective agricultural policy, including state
support, is considered as the main condition for the development of
agriculture.
Public administration in the fi eld of agriculture was based on the
adoption and development of the following 10 policy documents.
For example, the Program of socio-economic development of the
“Village” in 1991-1995 and for the period up to 2000. The program of
development of agricultural production in 2000-2002, The program of
priority measures to implement the Concept of sustainable development
of agriculture of Kazakhstan for 2006-2010, The program for the
development of agriculture in Kazakhstan for 2017-2021уу. etc.
Thus, the latest Program of the agro-industrial complex for 2017-
2021 focuses on the activation of the process of attracting foreign
investment and the search for new foreign markets for agricultural
products. At the same time, state aid to all agricultural producers, labor
productivity growth, export and import substitution of agricultural
products play an important role.
