Power Struggles Among Leaders
The idea of democratization in Ukraine is in fact being inhibited
by the presence of pro-Russian candidates in politics. The confl icts
among governmental bodies can be traced from the very beginning.
The change of power among candidates is demonstrated as following:
Kravchuk was elected as parliament chairman in December 1991,
having only the minimum number of state institutions required.
The Communist Party of Ukraine was banned and dissolved,
eventually leaving the president without support of the main
political party. Therefore, Kravchuk had several confl icts with
parliament.
These confl icts ended up with resignation of Kravchuk from the
Presidency after a political crisis and tense situation between the
President and Prime Minister. As a result of the second round of the
1994 presidential elections, West Ukraine mainly supported Kravchuk,
while Kuchma was mostly voted for in East Ukraine. As a result,
Kuchma came to power, redirecting the political balance towards
Eastern Ukraine, which is claimed to have had ‘traditional leadership
of the country’.
Most Ukraine’s businesses faced privatization, which led to the
appearance of a new class of oligarchs closely linked to the president.
This situation was assimilated to post-Communist transitions and led
to a series of corruption scandals. Kuchma’s presidency improved
Russian-Ukrainian relations, although the economic crisis even
increased, turning into the Kuchmagate crisis.
As Haran delivered Sergei Markov’s words, Moscow has
requirements for Ukrainian politicians, such as provision on elections
of regional governors, giving offi
cial status to the Russian language,
freedom of religion, unhindered distribution of Russian media in
Ukraine, giving up the idea of integration with the West. Most of these
policies came to force during the presidency of Kuchma.
The next candidate, Yushchenko turned the politics towards the
West again. He was a democratic leader of opposition with Timoshenko
during the Orange revolution, and believed to have promised her the
post of Prime Minister in case of winning the 2004 elections.
However, their partnership didn’t last for too long. The Prime
Minister and President had several disputes over the sugar and gas
producers, and Ukraine’s entry to the WTO.
