Introduction In the past decade, a number of countries in the world have begun to quit the old model of
economic development, which encourages the rapid accumulation of physical, financial, and
human capital at the expense of excessive depletion of natural capital, when natural resources and
ecosystems are sacrificed for current economic prosperity. The reason for this initiative of some
countries is, that this outdated model of development and growth has a detrimental effect on the
well-being of current generations and creates huge risks and problems for future generations.
UN Conference on Sustainable Development which held in Brazil in 2012 (Rio + 20), 20
years after the historic Earth Summit (Rio 92), the concept of a green economy has been recognized
as an "important tool for sustainable development "(RIO +20 final document “The future we
want”).
In the final document of United Nations Conference on Sustainable Development “The
Future We Want”, RIO + 20, it was stated that a “green” economy in the context of sustainable
development and poverty eradication will increase our ability to rationally use natural resources
with less environmental consequences, will increase resource efficiency and reduce waste. "In this
document, the UN Conference noted that it considers “the implementation of green economy
development strategies by countries that seek to use them for the transition to sustainable
development as a common cause”, and recognizes that “each country can choose the appropriate
approach in accordance with its national plans, strategies and priorities for sustainable
development.”
Kyrgyz republic as a part of the global community also feels the negative impact of human
activity. We are also experiencing the effects of global warming, as our glaciers, which occupy
about 4 percent of the territory, have decreased by 30 percent over the past two decades In the
years, after Kyrgyzstan gained independence, problems have arisen related to the shutdown of
large industrial enterprises, mining and processing plants, and other sources of harmful emissions
and environmental impact. Despite the emergence in the country of new sources of emissions, of
harmful substances into the environment, the emergence of new problems associated with
exposure to air and human health and the overall environmental situation of our cities, where more
than 60 percent of the population lives.
