• adopt appropriate national policies and priorities that take into account the particularities
and advantages of the country;
• introduce mechanisms for strategic environmental assessment of draft sectoral strategies,
policies, programs, plans;
• legal documents to reduce pollution, save energy and conserve resources, green building,
environmental education, and others;
• allocate subsidies for priority areas of the green economy instead of subsidizing
unsustainable production and consumption;
• support green public procurement, stimulating sustainable production and consumption,
environmental
services and products;
• implement tax and tariff reforms that stimulate green technologies and innovations,
imposing taxes on pollution and depleting resources instead of taxes on labor;
• develop sustainable infrastructure, including public transport
and renewable energy
sources;
• update the National Environmental Health Action Plan;
• institutional change, awareness raising, etc.
Awareness raising and environmental education are extremely
important areas of green
economy. In the process of preparing for the RIO + 20 Summit, one of the most difficult issues
was to discuss the goals and expected results of the green economy. A consensus was reached
because of understanding that, a green economy is an effective tool to fight and reduce poverty,
using new opportunities for cooperation and access to cheaper technologies to produce energy,
food, housing, and other living needs of developing countries without further environmental
degradation.
Green Transport
Transport is one of the aspects of our life which is very important. Today’s
internal
combustion engine transport is one of the main consumers of energy and burns a huge amount of
non-renewable fossil fuels (petroleum products, gasoline, kerosene and diesel). As a result,
existing transport systems cause a wide range of problems, including carbon dioxide emissions
and greenhouse gases. All this led to such negative
consequences as global warming,
environmental degradation and deterioration of human health.
Directions or suggestions to solve:
The gradual and thoughtful introduction of measures to reduce the demand for road
transport, mostly for personal vehicles, without prejudice to the overall mobility of the population
in terms of fast and safe movement
Work to stimulate the transition of citizens from the use of private cars to public transport,
which will significantly reduce harmful emissions from the combustion of petroleum products and
reduce traffic jams
on streets and roads
Optimization of public transport - the transition from low-capacity public transport to
transport with large capacity
Development of a public transport system and safe means of transportation for pedestrians,
cyclists and people using other non-motorized vehicles
Development of the National Transport Program regarding to the development of a "green"
economy
