Keywords: digital technique, electronics, automation, educational program, scientific developments. Over the past decades, development and application of informational digital technologies in various
branches of science, techniques and economy of our country have become topical. In 2016, the State Program
«Digital Kazakhstan» for 2017-2020 was adopted. This program is aimed to improving quality of life of people
and to competitiveness of economy of the country by development of digital technologies.
Examination of telecommunication market of our country let us conclude that at the present moment exist
11 communication operators providing long-distance and/or international telephony services; 4 operators
providing cellular services; more than 400 operators providing local telephone services and Internet access;
more than 100 broadcast operators including one national operator providing digital terrestrial and satellite TV
and radio broadcasting services. Coverage by 3G networks is 72.1% of Kazakhstan (since December 25, 2012
the cellular communication network 4G/LTE has been launched). According to statistical data taken from the
Committee of Statistics of the Ministry of National Economy of the Republic of Kazakhstan for 2015, Internet
users are 72.9% of population of Kazakhstan. Since 2011, work is underway to digitize television and radio
broadcasting.
According to international analytical companies, it is shown that there is a direct link between education
and economic growth of the country. Therefore, in order to achieve goals in accordance with the state program
«Informational Kazakhstan 2020», adopted on October 13, 2006, our state carried out a big work on creating
a digital society and training specialists with skills of operating with digital technologies. Every year about 13
thousand students graduate from universities by information-communicational specialties. Among them
specialty, «Radioengineering, Electronics and Telecommunication» takes a special place. On this specialty,
there is a big competition among the universities of the country (18 universities according to the National
Telecommunication Association of the Republic of Kazakhstan). Among them, according to the results of
national and international rating organizations, al-Farabi Kazakh National University has advanced positions
on bachelor's, master's and doctoral programs.
In implementation of the state program, there are some problems and tasks: assessing the market demand
for personnel and tracking employment of graduates; strengthening links between education and production;
systematized state programs of professional development of the faculty in accordance with new requirements
for educational programs; constant updating and provision with hardware resources for educational processes,
automation of monitoring and maintenance of educational and legal procedures in the education system.
Profile and special courses of the specialty «Radioengineering, Electronics and Telecommunication» are
annually reviewed with taking into account opinions of experts and members of associations and organizations
involved in this area. In this regard, in our university contents of special courses were improved, and the
following new courses were included into the educational program in 2017: Fundamentals of Digital
Electronics, Integral and Microprocessor Circuit Design, Fundamentals of Construction of Telecommunication
Systems and Networks, Wireless Communication Technologies, Radio-Technical Information Transmission
Systems, Antenna-Feeder Devices and Propagation of Electromagnetic Waves, Circuit Design of Electronic
Systems, Receiving and Transmitting Radio Devices and Communication Systems, Multichannel
Telecommunication Systems, Methods of Information and Entropy in Telecommunications, Information
Security in Telecommunication Systems, Fundamentals of Computer Design of Radio Electronic Systems,
Broadband Communication Systems, IP Telephony and Video Communication, Design of Electronic Devices,
Digital Networks with Packet Switching, Satellite and Microwave Relay Systems, Neural Networks, Robotics
and Autonomous Systems.
The mentioned above special courses are grouped in appropriate modules, so, a student can choose a
specialization of the educational program according to his individual curriculum. The main special courses are
aimed not only for industry, but also for scientific directions developing at the university, in which students
are actively involved. For example, our staff of the Department of Solid State Physics and Nonlinear Physics
is implementing a project to commercialize of results of scientific research in the field of neural networks,
machine vision and video analytics financing by the World Bank. The project was supported by leaders in the
field of automation, military equipment and education. Scientific work is underway to apply a new method for
quantifying signal-to-noise ratio with unknown noise level and multi-band fractal antennas in development of
a passive radar system and signal processing.
Particular attention is paid to informational and hardware security of microcircuits, which are the basis of
all digital technologies. Since Kazakhstan is not a producer of currently using microcircuits, it is necessary to
control imported integrated circuits used in especially important and strategic objects of the country.

Therefore, all special courses are analyzed and updated in accordance with modern achievements of science
and technology and with international standards accepted in leading foreign universities. Scientific works and
patents developed by our lecturers determine the necessary basis for further improving of training of students
by synergy of science, education and innovations.
In conclusion, we note that training of specialists in the specialty «Radioengineering, Electronics and
Telecommunication» is extremely in demand for digitalization and automation of processes in all areas of our
society. Implementation of the Program «Digital Kazakhstan» will lead to economic, social and political
advantages, as well as to creation of new working places and increasing of efficiency of infrastructure
industries.
